Armadillos you find in shops can go up to:
240 - Epid
210 - Rare
180 - Uncommon
150 - Common
Annoyingly, crafted ones (even when you are top tier, level 50, and lvl 20 crafting) reach up to almost the same amount but just 0.001 short which makes it apepar in the description as:
239.998 - Epic
209.998 - Rare
179.998 - Uncommon
149.999 - Common
This is very annoying to me...

I have the CyberTweaksEngine mod installed (just because I wanted to respec some points in my character), but for some reason, I now have the legendary Armadillo crafting spec in my inventory? I have no clue how this happened, since I've only used the engine to move some points from Intelligence to Body.
In case anyone wondered, currently you can craft epic versions of these using the common specs from level 33. This is doable without any perks. You don't need Grease Monkey for instance. Just craft a bunch as there is a smallish chance for each to be top tier.
I found another spec after the Cyberpsycho Sighting: Seaside Cafe gig

By my mid 30's or so I had all epic armadillo mods stacked where I didn't have an immunity mod(burn and poison), crit chance mod(15%) and crit damage mod(30%) and I was pretty much immune to gun damage. I would, in highest difficulty setting, intentionally provoke a 4 star police action and just mow them down(including the trauma team that showed up) while taking almost no damage even when the city turrets joined in the fight. I'm not sure they intended you to gain this level of damage prevention but it's what you can do currently until the devs do something different(maybe not let you stack more than one armadillo mod on a piece of clothing?). Granted, my level might have contributed to my seeming "god mode" but then maybe they will adjust or allow for level scaling in the future as well. Currently, past a certain item and character level, combat is just minor irritation in this game unfortunately.

according to my experience, the rarity of armadillo "you craft" also scales with your level (armor value always scale with your lvl BTW), epic ones seems to appear only when you reach lvl 30, keep leveling up and you will get better chance crafting an epic mod. An epic armadillo at ~lvl35, lvl18 crafting skill gives about 150 armor, making base armor of any clothing item almost useless as soon as you get armadillo crafting spec, you just need more mod slots to stack armadillo anyway...

I bought an epic one from the clothing shop in charter hills. Maybe don't conclude such thing as "Up to rare can be bought from vendors." if you aren't 100% sure of it.

Not sure if it was a random drop but I get the crafting specs for this from a box at the lower level of the cafe where the cyber pycho is in the south of well springs.
I dont know if it is still random. I found it in a chest in Oak Wood where you get the Headsman blueprint.
