Merchants General Information
Wares availability
In Cyberpunk 2077, the selection of wares available for sale IS NOT fixed, this means that it is impossible to narrow down a list of what a vendor will sell when you visit their shop. Basic items tend to be available most of the time, meanwhile more exotic items appear at random.
Discounts
Prices are dynamic and can change depending on several factors, including the vendor's category and your overall progression within Cyberpunk 2077. You can earn discounts from certain shops, if you meet specific requirements.
Street Cred
Street Cred level unlocks certain items in some vendor's catalog. When you reach certain Street Cred levels, you will receive messages from the various fixers to inform you of discounts available within the shops of their respective districts.

For the patch 1.2 it seems that the vendors (all of them) offer now legendary items (static-they dont change if you buy them all out, you will see the same ones for sale if you skip 24h)
However not a single legendary crafting spec.....
please correct me if I am wrong with this.

Tried it today with 1,1 patch unfortunatly the shops with leg rec are still bugged so only way to get em is still using the load method on your first visit, was rly hoping theyll fix this but unfortunatly its not fixed.

So if u Safe befor u go into one of the Clothing Shops for the first time u can still randomise what Blueprints appear.
Had to load it quiet a few times but in the end i got all Legendary Blueprints.

Does the character level affect the chance of finding the crafting spec from the shops ? I don't mean the Technical ability, the crafting attribute or the skill level of it and neither of the street cred level. Just the character level ?

This was mentioned in the crafting page on this wiki as well, but as of patch 1.05 it seems that merchants do not restock their crafting specs. Once I purchased all of the armor blueprints from Jinguji around level 20 for example, they have still not reappeared as of level 40.
With patch 1.6 (apparently) ALL clothing shops have been nerfed to the point of being absolutely useless. None have any specs or mods, and the highest quality of clothing they carry now are a tier or two lower than you can find or make on your own. Unless you are looking for a specific item type to complete a look in the new Wardrobe function, the clothing shops no longer appear to have any point whatsoever.
Current game, started after 1.6, is currently level 42, rep 50. Before submitting this post, I just went and checked every clothing store near a fast travel point. No specs, no mods, highest level clothing is Epic. My tech and crafting perks are 20, which means that any clothing mods I craft are legendary, which I cannot even put on the purchasable epic clothes. With no specs, the only clothes I can craft are the ones you get automatically from crafting perks, so very limited. For inner torseo particularly, the only legendary spec I have is a netrunner suit, with a non-optional quickhack reduction and only one mod slot. As a non-netrunner, this is really annoying.
