Merchants General Information
Wares availability
In Cyberpunk 2077, the selection of wares available for sale IS NOT fixed, this means that it is impossible to narrow down a list of what a vendor will sell when you visit their shop. Basic items tend to be available most of the time, meanwhile more exotic items appear at random.
Discounts
Prices are dynamic and can change depending on several factors, including the vendor's category and your overall progression within Cyberpunk 2077. You can earn discounts from certain shops, if you meet specific requirements.
Street Cred
Street Cred level unlocks certain items in some vendor's catalog. When you reach certain Street Cred levels, you will receive messages from the various fixers to inform you of discounts available within the shops of their respective districts.

Does the character level affect the chance of finding the crafting spec from the shops ? I don't mean the Technical ability, the crafting attribute or the skill level of it and neither of the street cred level. Just the character level ?

This was mentioned in the crafting page on this wiki as well, but as of patch 1.05 it seems that merchants do not restock their crafting specs. Once I purchased all of the armor blueprints from Jinguji around level 20 for example, they have still not reappeared as of level 40.

So if u Safe befor u go into one of the Clothing Shops for the first time u can still randomise what Blueprints appear.
Had to load it quiet a few times but in the end i got all Legendary Blueprints.
