You can find this in a chest, inside the service station at Rocky Ridge. The Mod Rarity is Common, not Rare

Where can I find it to purchase? Is there a better quality one? Is there a spec I can purchase? In this post you said it was "rare" but the one I have which also does 5% increased fire rate is actually common.
2 in rocky ridge 1. Garage-common/white rarity. 2. Substation Tower top platform- Uncommon/green rarity. At least for me they were there.
