Reflexes Perks in Cyberpunk 2077 are passive abilities that can be unlocked through Perk Points and are related to the Reflexes main Stat. There are three different Perk branches that can be upgraded in the Reflexes Perks Tree. Blades, Handguns and Rifles.

High Noon doesn't seem to do anything. Got all 3 levels and it doesn't show any change (and no, I didn't forget to equip and draw my pistol). It's not a conditional boost, so in theory it should show up on the Stats screen.
