Technical Ability is a Stat in Cyberpunk 2077. Each stat affects different capabilities, such as skills or Perks, and has a level cap of 20. The Technical Ability represents your technical know-how. It allows you to unlock doors and use Tech Weapons.
Technical Ability Information for Cyberpunk 2077
Technical Ability improves your proficiency in crafting items (especially Weapons), as well as your proficiency with Tech Weapons and effectiveness against Drones, Mechs, and Robots in combat.
Each level increases your Armor by 5%.

Technical Ability Perks in Cyberpunk 2077
There are a total of 34 Technical Ability Perks in Cyberpunk 2077, divided into four different tiers or categories.
- Rookie Tier - Requires to have at least 4 Attribute Points in Technical Ability in order to be accessed. It has 4 Technical Ability Perks.
- Pro Tier - Requires to have at least 9 Attribute Points in Technical Ability in order to be accessed. It has 11 Technical Ability Perks.
- Phenom Tier - Requires to have at least 15 Attribute Points in Technical Ability in order to be accessed. It has 16 Technical Ability Perks.
- Legend Tier - Requires to have at least 20 Attribute Points in Technical Ability in order to be accessed. It has 3 Technical Ability Perks.

Do smart count as Tech weapons? Do they gain the same benefits? Honestly have no clue but could only assume

Yeah basically the worste skill trees get more worse by technical doing nothing as an attribute.

It does not increase armor, even if the description says so.
Due to how completely overpowered legendary iconic weapons and armor mods crafted with max tech are, you'd be foolish not to max this out. Shooting enemies through walls is also fun, but the real gem is the crafting skill.
