      "Psycho Killer" does NOT have to be completed before Skippy can be returned to Regina. Can confirm from two playthroughs where Psycho Killer hasn't been completed, and Machine Gun can be completed.

        Why is there nothing on this stupid quest? The gun is for my home rack but I have to give it back to Regina to complete the quest?? There is no way to keep it and have the quest completed, now I'm gonna have to choose either to have one single quest not completable on the map or one missing gun in my rack. This is so stupid.
