Reflexes directly affect your Evasion, with each level increasing your chance to avoid enemy attacks by 1%.
Reflexes also increase Crit Chance by 1% and Mantis Blade damage by 3% per level as well as improve your overall attack speed and movement speed.
This attribute affects your overall proficiency with Rifles, Pistols, and Revolvers.
Your level in Reflexes also slightly affects how quickly you gain experience for related Skills.

Reflexes Perks in Cyberpunk 2077
There are a total of 37 Reflexes Perks in Cyberpunk 2077, divided into four different tiers or categories.
- Rookie Tier - Requires to have at least 4 Attribute Points in Reflexes in order to be accessed. It has 6 Reflexes Perks.
- Pro Tier - Requires to have at least 9 Attribute Points in Reflexes in order to be accessed. It has 14 Reflexes Perks.
- Phenom Tier - Requires to have at least 15 Attribute Points in Reflexes in order to be accessed. It has 13 Reflexes Perks.
- Legend Tier - Requires to have at least 20 Attribute Points in Reflexes in order to be accessed. It has 4 Reflexes Perks.

Absolute best stat in the game. If you don't max this out, you're either dumb or purposely making things more difficult for yourself.
The three best weapon types are governed by this weapon type. Blunts suck and so does the Defender, so unless you want to use nothing but shotguns and quickhacks, invest heavily into reflex.

does it actually increase movement speed? Is there a numerical value associated with it?

Since there is only one skill that literally names sniper and precision rifles in the Reflextion tree, are they considered as Rifle for the other skills?
As there is also no specific sniper skill in the Cool tree.
