This is bugged for me. It worked at first, when I had just levelled to 20 in crafting, and spending further perk points worked as well. However, after loading a save, the sale price is back to normal. When messing around with spending more perk points it only result in the additional 1% increase, (without the base 10%) and obviously, when loading a save at this point, it's once again back to 0%.
