AnonymousIt shows up when you do any Breach Protocol hack. But what are resistances and why do i want to lower them?

Okay, that's great, but where do we get it? It isn't in my inventory or crafting after unlocking the perk. I also don't see it when trying to hack enemies. Do we have to go buy a chip for it in addition to spending a perk point to get it? That just seems like an additional gated, unnessisary cost
