      Level: 29
      Reflexes 20
      Handguns 24 perk points spent
      Handguns skill progression 14

Hovering the not clickable "The good, the bad and the ugly" shows "Perk requres level 20 in Handguns to unlock".
Do I need to kill half of night city to get handguns to skill progression 20? I've finished the game only being able to do side quests now - this makes no sense to me to get the perk maybe just before I stop playing the game. Or am I missing something?

Did some testing myself and this perk doesn't work at all...it's a very simple thing to test, so how do whole capstone perks end up not working on release OR after patch?

This perk does not seem to actually work; if it does, its bonuses are not reflected on the character sheet.
