AnonymousMerciless is definitely bugged. Stacked 50+ on it after a respec and the damage numbers are the same across the board as it was before V hit Cold Blood level 20.

This perk isnt working at all for me. Anyone has the same Problem? I can see armor increase while cold blood is active in the Status screen but not this

Works well, unless you fully quit the game and reload as of 1/20/21, then like many perks it does nothing.
