This quest given to you by Dino Dinovic while driving around City Center. To start The Frolics of Councilwoman Cole, head towards the dock that overlooks the guarded area. To proceed with this gig by stealth, the easiest way to do so, is by using double jump or charge jump to get on top of the fancy bar on the right. There will be one enemy at the top, so make sure to take him out quietly. From here, you'll have a clear view of the compound, we recommend disabling the reachable cameras first using quickhacks or shooting them with a silenced weapon to make things easier for you in acquiring the info. Once done, observe the enemies at the from of the fancy bar, and wait for them to look away before proceeding to the next building ahead. Once you get to the next building, take out another enemy that's on the top floor and observe the last building to your left.
That building will be where the computer is that you need to hack to acquire the information needed. Just do the same thing you did with the past buildings and observe the enemies patrolling. Once inside, there will be once enemy in the room that you need to take out. Once you take him out, go ahead and acquire the information needed. Now, try to leave the compound the same way that you entered. Once you exit, Dino will give you call regarding a bonus for doing the mission quietly. Head over to the drop point and acquire your bonus. This will mark the end of the side gig.
