While driving around Northside Watson, you'll be called by Regina Jones regarding a Cyberpsycho sighting. Head over to the marked location and advance quietly. You can easily sneak up behind the Cyberpsycho and take him out non-lethally. On the body of the Cyberpsycho, pick up the Shard entitled "Farewell". After Reading the shard, message Regina about the information and this shall end the side quest.
