When you find yourself around Hansen’s tower, don’t hesitate to stop by the tents pitched outside. There you’ll meet Paco, who is, to borrow an elegant turn of phrase, in deep ****. It’s like he doesn’t know when to quit shoveling. Paco wanted to join Barghest, but now they’re breathing down his neck and he’s run out of options. But there’s no reason to count him out just yet: some people have a talent for talking their way out of anything.

Balls to The Wall Walkthrough
Meet Paco and Babs and hear Pacos' story. You will have to smoke with him in order to progress the quest.
As he starts to tell the story, you will become Kurt Hansen and control him in events that have passed a week ago. Talk to Yuri, waiting for you outside.
Head down and face Paco in a fistfight.
Once defeated, converse with Paco again, welcoming him to the pack. Then you return to the present day. Take another puff and the story will take place two days ago. This time, heading with Paco inside a vehicle while transporting a convoy.
Scavengers will attack you, shoot them from the vehicle, but eventually, they will block the road, and you will have to come down and fight them on foot. After the fight and some conversation, you will return to the present day again.
Paco will tell you that he saw a business opportunity and took it, but it may cost him his life in the mercenary group. You come up with the idea of framing Yuri for this situation, so he asks you to meet up in the underpass.
Head there and wait for him. Yuri appears and fight you. Defeat him and loot him to read a shard that contains a conversation between Yuri and Hansen.
Head to the marked location to find Paco's body hanging. After Johnny's appreciation, message Babs to check on her. She is safe and you can decide to tell her that Paco's dead or not to complete the mission.

I told Paco and Babs to disappear and set them up with Panam who helped smuggle thembout of the city.
They later message and tell you they made it to Zimbabwe.
I accidentally killed babs and paco when i decided to go for the 5 star rating achievement before completing this quest and locked myself out of it
